    Yes, it IS part of the steering.
    Something solid and flexible to turn that front drum.

    And no power steering either............

    It was called, "The Auto Bolide" or sometimes titled "The Dip of Death"
    It appears Mauricia de Tiers may have only performed this stunt once in the US at Madison Square Gardens in 1905 and a Miss Isabelle Butler took over doing it and the variation known as 'The Limit' depicted above.
