This is a confusing caption that was probably written by somebody who knows nothing about cars. The car is actually a 1941 Buick. The Multnomah County Sherrif's Department (Portland, Oregon) had a fleet of those Buicks and used some as late as the 1960's. They should probably be on that other thread about early High Performance Police Cars.

"Klimberg at the standing start. The name of the car - Renault 40 CV Torpedo Sport - suggests it had 40 hp's, but the car really had at least 140 hp's from its 9.1 liter 6-cylinder engine. Klimberg's Renault was the fastest car in Estonia."

"As can be seen from the photo, the car has been stripped down for lighter weight - removed are the headlamps, wheel arches front and rear and spare wheels from both sides. This was the configuration for the 1 km race as on every other occasion everybody carried 2 spare tyres and sometimes it wasn't enough as the roads were bad and the tyres didn't last very well."

Good site, worth a look and some reading:

    "...........
Brush automobiles were a chain driven two-seater with a ten horsepower single-cylinder engine. The chassis, axles, and wheels were made of oak and hickory. Birtles accepted the invitation but insisted on bringing his bicycle and dog Rex.

“Altogether I have cycled seven times across the continent, varying the route on each occasion. So when I contemplated making the eighth trip by motor-car I was not ignorant of the possible troubles in store. I found afterwards that I had not overestimated them.”
Francis Birtles in the magazine: The Lone Hand (1st of July 1912).

What a day, eh? ;) This is on the site of RGVOldCars.com. This is the
site of a bunch of Rio Grande valley area old-car enthusiasts, and
the majority of the photos are from Texas, all the way from the gulf
to north Texas. They have a ga-zillion vintage pix. Go check 'em
out! If I EVER re-post anything that's appeared, PLEASE, somebody
just PM me & I'll remove it/them! Don't want to clutter the thread! :D

Quite a paddy wagon! :D Seems to me this body may have
been basically aimed at the hearse market, "adopted" for
a different use by the police.

    And another commercial vehicle! :p

This one is a 1931 Buick, most likely built on the big Series 90 chassis

This is an early White (1913 - 1918) Ambulance

These last two are both the same Buick (1916 D44 or 1917 D45) touring.

    How about this one - a custom-bodied 1912
Cole limousine, built for sideshow performer
"Princess Victoria" who at the time, was billed
as "The Smallest Woman in the World".
