This has happened in the past and I can’t remember how I remedied the issue. Using an iPad loading pics taken with iPad. Worked yesterday. I logged out and back in.

I figured it out, turn off your dang device and restart, only if I can get my kids to do that to me at the bitter end

I've found that your internet connection, the speed of the unit you are uploading with and the resolution of the photo all can come into play.
