Hot Rods Pneumatic Pick.. ?

Anyone able to recognize this tool?

I hooked it up to the air hose, and the air escapes threw the exhaust holes, in the cylinder. Nothing else happens.

 

I wonder if it’s some part of an assembly? The “pick” you have circled could be an extractor for something?
But here’s a bump anyways

 

It's a metal working tool, an I've wondered, myself, if there's more to it than just this part of it.
