Hot Rods Possible project, but what is it??

Hey all, my Dad is thinking about picking up a new project soon. He's been driving past this for quite a while now, but hasn't been able to get close enough to see what it is yet. Any and all help is appreciated. Thanks!!!

They have potential but many aren't done right in my opinion, they look good with a mild chop like this black one...

The cab, hood, and grille are the same as 1/2 ton. The fenders have larger wheel arches to clear the big tires and wheels on the 1 1/2 and 2 tonners like the picture.
