Few questions...are you getting a downshift? If you aren't you might have several issues...1)Low throttle valve pressure2)Sticking L/D shift valve and or shift plug3)Governor pressure too high...you might not be feeling a shift at all and just stuck in high gear...?

Got to thinking more about it and this might help...

When the shifter is in Low...
    The front clutch is off.
    The reverse clutch is off.
    The band is on.

When the shifter is in Drive...
    The front clutch is on.
    The reverse clutch is off.
    The band is off.

    Hope this helps!

Alright...I'm thinking more of the shift linkage now...I think the shift pattern is P R N D L....right..? I can't remember right now...not enough coffee yet...lol, if it is and even if its not, check under the car while someone is going through the gear selection and watch for any binding. Shiftshaft bushing...linkage itself.
Its very hard, if not impossible to make any adjustments with worn parts. For what ever reason the manual valve is not going into its proper position.

i thought that might possibly be the problem. i have a lokar shifter, hate it,lock out doesnt work propely, want to get a gennie shifter with sawn neck, like them better and also you can put any gearshift knobya want on it.I will check for adjustment and see if that gets the job done.
