Procedures to Title a vehicle in California

I purchased a vehicle from someone that signed the ***le over to me. He originally bought the vehicle in Arizona(coincidentally I was with him when he bought it), but never ***led or registered it in California. He signed the ***le over to me and bailed for Las Vegas, NV. Before I could register the vehicle with the DMV, I lost the ***le.

I need to sell the car, but I do not have anthing under my name and I can not find the guy that signed the ***le over to me. DMV wants me to buy a bond so that I can register and ***le the vehicle in my name.

Where do I get the bond? Do I really have to jump through all of these hoops just to sell the vehicle after I get the ***le?
