Hot Rods Registration question For Colorado Rodders

  1. I just sold a Colorado fellow a rod with a transferable New York State (NYS) registration, it was a 1937. There were NO titles in NYS prior to 1973. This is where this story gets very complicated I’ll try my best to explain it second hand.

    He requested a notarized Bill of Sale which I have sent per Colorado DMV. Somewhere in this debacle Colorado DMV told that he would need 2 independent appraisals and a $400 bond. He hopes the notarized Bill of Sale will resolve this.

    He is having one hell of a time trying to get a Colorado title. First he had to the car inspected by their Highway patrol. The original vin of the car was considered no longer valid and a new Colorado one is being issued for the following. If the car would be register in Colorado as a 1937 would have to meet Colorado emission standards. It may require a catalytic converter and who knows what else. It has Corvette valve covers and my have to meet vette emission standards. It gets very complicated from here. To avoid all this he was told to register the 1937 as a kit car with no particular year associated with it. I thought that NYS has some very odd DMV requirements. Now he thinks that Colorado DMV would want to see if there are any liens on the car! WOW this poor guy is going thru the ringer.

    Has anyone from Colorado registered an out of state car with a transferable registration and not a title?

    If the car has a transferable registation in NYS, would it be possible to get a clear NYS title. In Colorado, if a vehicle doesn't have a title you have to go through the bonding process as described above. (Big pain in the @ss).

    A friend of mine just registered his 86 5-series with a 2001 5.0 Ford transplant. He had to meet emissions standards for the motor, not the year of the car, including all factory emissions equipment. I hope that helps.

    Yes I did, I brought a 32 pickup from NY that I built a new frame and no vin #. I got a NY registration for it and registered in Colorado. It took several trips to dmv,I just did what they requested .First of they requested a title, I told them NY didnt have titles in 1967 ,they verified it .I bought a bond for $300,had to contact previous owner and I told them he was dead,had to have receipts for all major components, being a pickup I had to get it weighed,the car had to be drivable and safe for the State patrol to inspect then they assigned a new vin# to it .Thats BS about the guy having to register it as a kit car unless it is a fiberglass bucket T.He needs to go to a different DMV and start over again playing there game.

    Pre-1943 horseless carriage-plated vehicles are exempt from emissions testing in Colorado.
