Reverse lookup a license plate- Can anybody do this

    How do you know what they told you is accurate? You had the car right in front of you.

    City or county tax records - property owner are listed. In my town in IL it's the city website - lists the property owner, purchase price and mortgage amount.
    Real estate MLS system does the same.

    I started a lien sale on a vehicle about 10 years ago. Part of the DMV process was to send registered letters to all previous owners on record, whose info I was given. I did send the letters and got no replies, but ended up using a professional service to finish the process (which costed less as they were able to drop all the back fees, somehow).
