tool #1: an angle grinder with a wire brush. it will eat that surface rust for breakfast without taking away much else. don't stay in one spot for too long as the friction can generate some heat, and the heat can generate some waves...

tool #2: a paintbrush, and a can of (relatively dilute) phosphoric acid. what you can't physically attack with wire you can eat with acid, and by using phosphoric you leave behind a rust-preventing coat of phosphorsomethingate as part of the deal.

YEAH, what Autocol said. there are also these paint and rust stripping discs they sell at alot of places around here that you can chuck into your drill and go after the rust. it looks like it's made of some ******** Scotchbrite material. a friend of mine found some on the interenet somewhere that he could mount in his angle grinder and they work MUCH faster. they leave a real nice surface on the metal and don't generate alot of heat. the ting is you wanna stay away from the edges cause if you catch an edge it tends to tear the wheel up rather fast.

3M makes these nice scotchbrite disks. Its looks like a black mesh, its hard but very flexible.

they come in purple and black. Ill get the info. You can put these on a drill or grinder and it will pull all of the rust off w/out damaging the metal.

Click on this link...this guy knows his stuff.
Browse the website, the makita he has works well w/ these disks. Strip-it Disks

Here is a pict of one.
