A lot of these state Reps like to 'press the flesh'. They hold regularly scheduled meetings throughout their own district at places like local libraries. Oddly enough, one of my local Reps is going to be at my local library tomorrow afternoon. Guess where I'm gonna be from 1-2PM tomorrow?

Call your local Rep and find out if they do this and get that info and run with it. Just be sure to show up and be polite and intelligent. If you show up with a mob-rules mentality, you might as well not go. Even if your Rep is a supporter of HB560, he/she will listen to you.

Find out their stance on it and why they support it. Then politely and intelligently tear apart their argument. It can be done, but you have to be diplomatic about it. Most of all be informed of what the Bill says. Here is a link to the State of Ohio’s website that has HB560 –

    http://www.legislature.state.oh.us/bills.cfm?ID=126_HB_560

Please read this BEFORE you try to talk to anyone face to face. There’s a good chance that you’ll look foolish if you get caught not knowing what you’re talking about. BE INFORMED!

Here is the site that has the Bill’s ****ysis

    http://www.legislature.state.oh.us/****ysis.cfm?ID=126_HB_560&ACT=As%20Introduced&hf=****yses126/h0560-i-126.htm

If you read this after you read the Bill itself, you’ll probably understand it all much better. This breaks things down a little.

Hopefully this will help. Keep pestering the Reps, but be cool about it. We don’t want to become the reason this Bill does p***.

    Go forth and be heard…

After reading thru this Bill again, I could help but notice that Kenny Yuko's name is on the list of co-sponsors. Can someone who talks to him ask him why he's on the list?

I heard from one Rep yesterday that a lot of times the sponser will seek out co-sponsors and perspective co-sponsors might only get to read a couple lines and say, 'Hey, this sounds like something I need to be behind'. And then when they have more time they read all of it and have some form of buyer remorse where they have a chance to ask themselves 'what the Hell did I get myself into'. I'm hoping this is the case with Yuko. ems guy, can you look into this?

The Senate session is the one that was cancelled. The Local and Urban Committee is in session today.

As of right now, there's some skeptsism as to whether they have the votes to p*** this Bill to move on to the Senate Floor. This committee is made up of about 20 members. If the sponsors of the Bill don't THINK they have the solid numbers to get it p***ed, they won't even send it to vote in the committee meeting. They rather shelve it then watch it go down in a ball of flames of opposition. If it goes down in flames like that, it would probably never resurface.

One of Rep McGregors' aides is going to run over to the House and see what kind of feel he can get and call me back later, hopefully this morning. He wants to find out if they're even going to send it to vote or not. I'll let you know as soon as I hear anything, good or bad.

I just got off the phone with Ryan from Rep. McGregor’s office and he said that the Local Government Committee voted in favor of HB 560 with a vote of 14-2.

All is not lost yet. Ryan said that there are only seven sessions left this year and there are about 20 other Bills floating around out there with HB 560. They tend to take the ones to the floor that they think that they have the numbers to p*** a vote and Bills that have a higher priority. A Bill relating to health care is gonna be more important than a junk car bill.

Ryan also said that he’ll suggest that an amendment be added to HB 560 that would make ‘cl***ic cars’ exempt from this Bill. I suggested that they use the same description of cl***ic/antique cars that the BMV uses when it comes to licensing cl***ics and antiques. I told him if that were to make it in as a amendment, it would make most of the people against the Bill, like us HAMBers, very happy. Sure the guy with the ’88 Yugo would still be pissed off, but **** him. He shouldn’t have bought that turd to begin with.

Anyway, Ryan said to continue making phone calls to your local Reps and visit them in person if you can find an opportunity. It works.

We can beat this. Ryan is convinced and that makes me convinced.

    Bump for the evening crowd.

Anyone in the New Carlisle, OH area that wants to go with me to the New Carlisle Public Library, please PM me. Rep McGregor will be there from 1-2PM. Even if you're from different district, these people NEED to know we're interested. They'll spread the word.

Who said it was too late to email? PLEASE e-mail AND call anyone on any of the lists above. We need all the help we can get, STILL!

This Bill has only p***ed out of the committee. It still has to p*** the Senate AND then the Congress. There are three sessions next week, three the week after next and a final session on the 19th. We can still keep pounding on them until we hear it goes into that Senate vote. And even then it has to p*** the Congressional vote. It's still and uphill battle for both sides. We just need to make it a steeper hill for those in favor of it.

i personaly think that you should be able to do just about anything you want on YOUR OWN PROPERTY. aside from dumping oil on the ground and other things like that that could perminantly damage the environment. especialy in a rural setting. i can kinda see the point IN TOWN, kinda. i get REAL angry when the government starts trying to tell people what they can and can not do especialy when it comes to property that they own and pay taxes on. TOTAL B.S.!!!

bills like this are just the beginning. if they are allowed to p*** this kind of legislation in one state other states will start to follow suit and it just gets worse from there. don't let Big Brother gain too much power. this country was founded FOR THE PEOPLE, BY THE PEOPLE!!! thats "THE PEOPLE" not the poli***ians, the special interests or the small hadnfull of people who think they need to tell the rest of the world how to live their lives.

the president of our campany went to the cacus meeting in columbus today, we lost and the bill was rammed through. only rep kenny yuko and Diana Fessler voted for us. so i am concerned that rep mc greagor is trying to bs you guys ask for a hard copy of the vote.

kenny yuko had to force the issue to let our company president speak. a few other reps tried to get the sema langauge into the bill but it was absoulty refused. also no one else from the hobby came to speak. biz oe car owner just fyi.

the bill still must go to the house floor kenny yuko said it would a very tough fight there but possabilty, kenny yuko said if we create a fuss it would get noticed by the senate and they might not touch it.

kenny yuko is much more conifdent that in the senate committie it could be stopped or amened to save collector cars

but we need to keep up the pressure ,

please thank kenny yuko and Diana Fessler for the put forth a big effort to help us.

We’re the ones that Bills like this directly effect. Sure the retailers and mfgrs will see a trickle-down as a result, but we’re the one’s who will be having our **** hauled off, not them.

Good news. Kinda sorta maybe. I just got home from talking to Rep. McGregor and he said that there is no companion Bill going through the Senate right now. So even though HB 560 made it out of committee, it still has to make it to the House floor and p*** there. If, and it’s turning out to be a big if and I’ll get into that more in a bit, if it makes on the House floor and p***es, the Bill then goes to the Senate. With only seven sessions remaining, this Bill would have to be pushed through pretty hard and fast. Rep. McGregor said and I quote, ‘no disrespect to you, your friends and your hobby, but there are more important Bills out there.’ Well, if that means HB 560 will get pushed to the back of the line, deep in the shadows, I don’t mind being called insignificant, not for a second.

Here’s where it gets interesting. Since there is not a companion Bill in the Senate, HB 560 would have to go through each step in the Senate that it has in the House; smaller committees meetings and then to the Senate floor. It’s VERY unlikely that this Bill can do that in only the seven remaining sessions. Sure it could happen, but it’s the proverbial snow ball’s chance in Hell that it would.

He said that he’d talk to the Bill’s sponsor and see if there is any way to convince him to put some kind of amendment into the Bill to help protect the hobby. We discussed several options including using the BVM’s definition of a ‘collectable car’ (see below). We think that using this definition along WITH the dollar value might have some impact. Using these together as an ‘and’ condition as opposed to an ‘and/or’ makes it so that the guy who has a rusted out ‘77 Ford LTD wagon can’t claim his car is a collectable. It’s got to meet the collectable status AND be worth more then a certain dollar amount. Right now, there’s a LAW on the books that puts that dollar amount at $1500 and HB 560 is not trying to change that. We discussed dropping that down a little to like $750 to 1000. This might help out the guys in our crowd who have a bare body out there.

Here is the definition of ‘collector car’ from the BMV’s website –

In an effort to ensure that all vehicles registered as collector vehicles are truly collectible, the Bureau of Motor Vehicles references the National Automobile Dealers ***ociation and The Complete Book of Collectible Cars 1930-1990 (Consumer Guide) to determine vehicles that are true collector vehicles. Although we recognize that a vehicle may be unique because of time, energy and investment expended by the owner, these publications are used in determining eligibility for collector’s license plates. Due to a administrative ruling, vehicle models not listed in the above publications may be considered collector vehicles if the applicant obtains do***entation from the manufacturer that the vehicle was in limited production, is in demand as a collectible vehicle at the time of application or a sizable investment can be proven.

Rep. McGregor also suggested putting a limit as to how many cars would be allowed. At first I wasn’t convinced this was a good idea. He thought that if there were a number of two or three cars were allowed before the townships would be able to step in, it might help get the collectable wording in there. I’m still not sure on this one, but it’s something. He’s also going to take the SEMA statement about using fencing and shrubberies to hide said vehicles. I know they already tried that; well, if it comes from a different direction or source it might get a second look. That makes it worth a shot in my opinion.

He’s going to get in touch with Fessler and Yuko and find out what their thoughts on this mess are as well. He also suggested that we all continue to keep our e-mails and phone calls coming. If someone tries to push a Bill through as fast as it would have to be pushed to make it this year, they really prefer to push Bills that aren’t too controversial. Let’s make this the most controversial Bill to hit Columbus in recent memory.

I know this is long winded, but I also think you guys want to know what’s going on from every angle.

Incidentally, I was the only person there for the hour that Rep. McGregor was in the library. Makes me think people don’t care. I know we gotta work, but maybe take a late lunch or long lunch to pull off something great. Every little bit helps.

…and to think, I hate the whole political process.

I don't live in Ohio but I emailed each and every one of these contacts when I first read about the bill. I received only one response from Jim McGregor. Here is his response.

    Dear Mr. Nocero,

As my sons and daughter approached 16 years old, we were given or bought several old cars. We enjoyed working on them. One old Jeep C-J required us to strip it down to the frame and rebuild from the frame up. Sometimes, we had to store these cars outside of our garage for a time. But generally, we worked on them in the garage. Our city, Gahanna, has a law such as the one you have written about. It was never a problem for us. Though we had to leave inoperable vehicles in our driveway for a month or two (one for almost two years), the city never bothered us. We still have a 1967 Ford Bronco in great original condition waiting for a rebuild. It is in my brother's barn.

The city was active in policing junk vehicles. What was the difference? A junk vehicle often has flat tires; weeds grow up around it; it is clearly not being cared for. Rust overtakes the car. Nobody who loves old cars would allow a vehicle to decay into this sad condition; it is not profitable.

Historic vehicles are wonderful things. The right of people to rebuild historic vehicles and old cars needs to be protected. But this law is aimed at individuals who cause their neighbors property to be devalued along with their own. None of us can afford to have a slovenly neighbor destroy the value of our property. Property values also need protection.

Thanks so much for expressing your concerns. I will watch the law and am glad to seek changes if there are elements in it that discourage or prohibit historic and old car rebuilding.

    Sincerely,

    Jim McGregor

I don't care how long they sit there, it ain't none of my business! As you can see, I'm from right here in Southern Ohio too. Believe you me, it'll take a LOT more than hauling off a few 84 Citations and Chevettes to fix the economic problems we have!

Besides, I think "those" type of cars **** too, but who am I to tell someone that my style of "cl***ic" car is better than their's. I drive 70's Chebbie trucks because they are cheap, parts are everywhere and I, Me, not the gobment, can fix them. Those trucks make me independant and allow me to buy other things. Who cares whether or not I have 1 or 500 sitting in my yard?

We don't need laws like this, that is what gated communities are for....

BTT, I don't know how I missed this...

I haven't had time to read it all, but I hope this isn't true...surely to goodness it won't p***...
