Shifts... Or anyone else... Kickdown at 3000+ RPM?

Th-350 with a shit kit. Highest RPM I can get the tranny to kick down from 2nd to 3rd is about 2500rpm and then it shifts up to 3rd at about 2700rpm. My engine is just starting to make power by then. If I could get it to kick down at 3000 or above that would be great! Is this a govoner function? Changing springs in there help? With the 2nd 3rd shift point I don't really take advantage of the engines HP.
