Technical Silly Question....What is this?

Long time lerker, and motorhead from PA.

Was flea marketing over weekend. Scored some cool parts, but saw this and thought.....Hmmmmmm.

Does anyone know what it really is?
What I can tell you:
1.) Cast steel
2.) Mounting holes about 8" apart
3.) Mounting bolts had lock washers on them, based on tool markings.
4.) Bolt in center, work at base, and cast face looks like a spring was there, as one side is an uneven wear.
5.) Bolt has a hole in end, for a cotter pin.

I'm at a loss.......... Looked cool and parting with $2 didn't break me. Appreciate any guidence.

 

Reminds me of a mount for a bell or light, but really don't have a definitive answer. Tim

You are absolutely correct. Thank you. Found this..... and I was actually thinking that, but never typed "Model A" into google. Appreciate it. Not the wear on the base makes sense, as the mount was loose, moving and wearing the stud.
