California DMV is probably like most where if it is an administrative offense, you are guilty regardless. Like say your inspection is oversue one day because you singlehandedly fought off an invasion. "Thank you for your bravery, sir, but was the car in fact not inspected on the day in question? Guilty!" Administrative offenses provide no leeway for intent oe explanation (and IIRC we are talking felonies here? That's some serious stuff.) So, at what point did your 32 frame not remain a 32 frame? If you wld up one little rust hole, is it still a 32 frame? Yep. If you just replaced a crossmember, is it a 32 frame? Probably. You have an 8 foot patch in there (or whatever) - if it is no longer a 32 frame, at what point in the repair process did it stop being a 32 frame? These are the things I would want to know about. I'll bet that the answers are not well defined, and that it is some wonks judgement call. Scary ****.
How about this. Lets give all the ILLEGAL ALIENS in the state of California one year amnesty so they can get legal and pay back taxes!!!!! So we got to screw with a bunch hot rodders who have created a long standing American hobby that has paid its way many times over in many ways???? I'm talking about businesses, jobs, car shows and many other things that GENERATE TAX REVENUE! Come on, give us a break.
This is simply an emissions deal. Hey, if Detroit has to follow a gazillion stupid rules, ALL car builders should be made to follow the same stupid gazillion rules. Thank God they haven't adopted the same fuel mileage or safety standards for SCV's that Detroit has to follow or worse, apply emission standards to ALL cars regardless of when they were built. Yet.
