That's ventriloquist Jeff Dunham's "Achmedobile" named after his dummy, "Achmed, the Dead Terrorist." The skull is that of Achmed. Driving position is interesting:

Tried to copy these with some left over fireworks, couldn't quite get it right.

Well, Jeff Dunham is awesome and Achmed is GREAT.... just dont like the car. Did Dunham modify it from the first pics? Skull is different and other add ons.

I'm impressed with how well the two sides match. Not exact but pretty close.
