Speedometer ID Help

Ok, you guys did such a great job ID'ing the gauge panel this came in, I figure maybe someone will recognize the speedo too... I'm guessing its a motorcycle piece, possibly H-D, although there are no markings or brand names on it anywhere. It came in an old S-W gauge panel someone had in a hotrod. Any ideas?

 

Definitely Harley. FL series from the late eighties.

Thank you. BTW, this is also definitely Japanese, because Harley has used only Japanese gauges for decades...
