I need help identifying this spindle. It's on my '51 Ford F1 and I am converting to disc. The spindle has an inner diameter of 1.251 instead of the stock 1.131. brakes.

1.1325 (reasonably 1.31, depending on the accuracy of the measuring tool) is the inner bearing inner diameter of the first-generation of the F-100 (1953-1956). Those look like this:
The bump on the steering arm next to the tie rod end hole might be a steering stop. I am not sure. It may have been ground off on yours, as yours is otherwise modified. Either that, or your setup has the F-1 steering arm. In any case, I am pretty sure these are F-100 spindles, and you would need a disc brake kit for those.
Take a look at these pictures from Nostalgia Sid: This is an F1 axle: Straight across horizontally in the middle. Shock eyelets. This is your axle. This is an F100 axle: Pan clearance dip in the middle. No shock eyelets. While the axles are different, they have the same kingpin boss height. The kingpin bore is bigger, by 0.0465" at 0.859" (versus 0.8125"), but that could have easily been reamed out.
