Technical Steering wheel rebuild

Does anyone know how to repair the old steering wheels I have a stock 55 Lincoln all that is left is the frame like just wire left? Don't want to buy a new one like the big stock wheel.

Don't know much about him, just what's on his web site, but he's got some nice looking restored wheels on there.
