Hot Rods Tall headlight stalks

Hi,
Some early AV8's (seems like mostly roadsters) have very tall headlight stalks.
These may have been more popular with the prewar cars.
Does anyone know what was used or how these were fabricated?
Are there current options available?

i think it had to do with the laws back then. the lights had to be a certian hight off the ground etc..

 

Did they use cut off and bent headlight bars?
