Some good news nation wide for us, for a change.

    LEGISLATIVE WATCH

    May 24, 2011

Big wins and protections nationwide—a state-by-state rundown of why historic vehicle owners have reason to celebrate.

“If winning isn’t everything,” Vince Lombardi once said, “then why do we keep score?”

If you define a legislative “win” for historic vehicle enthusiasts in terms of successfully defending our rights to own, use and drive our vehicles with as little government interference as possible, then our scorecard is chock-full of nothing but wins so far this year.

Thanks to the efforts of HVA members, our Car Club partners and hobby activists, we have gained good ground in the legislative arena nationwide. Here’s a quick look at how our offensive and defensives initiatives stacked up on the legislative score card:

Pro-Collector Legislation that is now law:

Arizona, Maine and Tennessee all passed emissions and inspection exemptions favorable to historic car owners
Colorado, Utah, Washington and Wyoming passed laws reducing registration burdens on collector vehicles
Nebraska passed a law that simplifies the transfer of ownership of parts-cars between states
North Carolina changed its laws to improved fuel pump labeling for gas with ethanol
    Anti-Collector Legislation that was defeated:

In Arkansas, historic vehicle clubs and owners contacted their elected officials and killed proposed “inoperable vehicle ordinance” legislation
In North Dakota an attempt to ban after-market suspension, steering and brakes was blocked by strong lobbying from HVA partner car clubs
An attempt to increase property tax assessment valuation was defeated in West Virginia after strong opposition from collectors
A rule to prohibit the registration of certain imported vehicles was defeated in Wisconsin by a strong, coordinated hobby effort

Hey fellas, meet the Sledheads c.c. We are a small club of 4 members located in southern Indiana. Although we dont face as many problems as others on the boad do, we would like to keep it that way here, as well as do what we can elsewhere.

This was taken last weekend at our cookout. All cars pictured (and bike) are members cars except the black Ford F1 on the left.

From left to right is Jeremiah (aka Bullfrog), Charlie (aka Mr. Clean), Nick (aka Sailor Nick), and Donnie (aka Gasman). If you see us out somewhere be sure and say hey.

Man this sucks, I guess we have to worry aboat the noise pollution acktivists too, I had a great time at the Antique Nationals, but alot of my buddies who brought blower cars were not allowed to run because some new age hippy filed a law suit because he could'ent meditate, due to the noise. The Fontana Race Track is on an idusatrial area, but some greedy developer built a bunch of track homes near by, and now they want the race track gone. This problem has been shutting down a lot of tracks across the country, I wish their was something we could do to help the Fontana Track, and the Four ever Four Club.

they have been squeezing out tracks since the 70's .. too bad ... they are going to get rid of all of them ,,, and make us all illegal street racers ... i hear that the street racers had a track in Long Beach ,, at the old navy shipyard .. or did they close it too ??? ..
still a few tracks out here in Arizona you might have too move ...

My club puts on the King of Clubs car show and drags at the Barona Race track, lucky for us , the track is located on the Barona Indian Reservation, they built some high dollar homes on the fringes of the reservation, they too tried to close down the track, but due to Barona being an soverign indian nation , they were not succesfull, blower cars are welcome at Barona, our show is July 16th 2011, for more info ; go to the King of Clubs thread on the hamb.

I want to apoligize for not going on the thread for a while, but I was busy helping my club with the King of Clubs car show and drags. The California Air resourse board will be having a workshop meeting in El Monte calif., some of the clubs will be sending representatives to the meeting, it is concerning registration of hot rod kit cars, hopefuly some one can post the details.

Sorry to resurrect an almost "dead thread" but thought you would be interested in this. It's far from over:

    Greetings Wisconsin Historic Vehicle Enthusiasts:

The HVA has recently been informed of the issues some owners are having obtaining proper registration for their vehicles in Wisconsin. Many vehicles that meet applicable safety standards have been denied registration under seemingly arbitrary decisions by the DMV. For example, vehicles have been denied for being repainted a different color, having radial tires or having chrome parts in the engine bay. There was also a 1943 vehicle denied because it did not meet 1968 equipment standards.

Currently, an effort is being made to coordinate Wisconsin collectors so they may act in unison when legislation is drafted. Paul Underwood, Curt Rymkus and Tom Zat, WI residents and collectors, are directing this effort. They have created an informational webpage on the Wisconsin Pinzgauer website, which was formed in 2008 during a previous battle with the DOT, and believe there is a high probability of future legislation to address this issue.

This effort is based on the idea that if a vehicle satisfied the federal equipment requirements for the original date of manufacture and can meet Wisconsin equipment standards, then that vehicle is eligible for registration in Wisconsin. If the registration application is refused, the owner should be able to get the vehicle inspected by local law enforcement for equipment compliance. If the vehicle meets the standards, then DOT must issue registration. This way, the requirements are clearly defined and the owner has an alternate course of action if DOT refuses to issue registration.

This is not about trying to license illegal vehicles or trying to change any of the current requirements or existing Collector/Hobbyist laws. Currently, DOT is required to refuse registration under certain situations. There must also be laws that require the DMV to issue registration, provided current laws are met.

We’re asking that you share your stories and feedback with us, so please REPLY to this email so we can compile the information and provide it to Paul Underwood, Curt Rymkus and Tom Zat.

Also if you’d like to be added to a private email group and receive updates as the situation progresses, please contact Paul Underwood at undy@mhtc.net.

If you have any questions or need additional information, please contact one of our member representatives at 866-922-9397 or email legislative@historicvehicle.org.

    Sincerely,
    Carmel Roberts, Legislative Director
    Historic Vehicle Association

Well guys there is some good news , We just got the results back from The California Air Resourse Board from the El Monte meeting and what legislation they are planning to do . They are going to uphold the smog exempt status for vehicles that were manufactured before 1955, as long as they are original bodys and frames. This is do to the fact that these vehicles were never smoged and they dont have the specs for what requirements they should meet. They also clasified them as original vehicles or hot rods and as long as they are vintage vehicles, they will not be clasified as kit cars or specially construted vehicles. So guys what ever you do, do'nt register your hot rod or custom as a specialy constructed vehicle. Special thanks to the Asociation of California Car Clubs, the Over the Hill Gang and all the other guys who showed up and voiced their opinion at the meeting. This aplies only to pre1955 vehicles that are original manufactured vehicles and not reproduction cars. I will post more later.

It seems like guys in Massachutses are going threw hell renewing their tags for their hot rods and customs, aparently , they are requirering older vehiclels to be inspected and if they have been modified in any way, you have to reregister the vehicle with a new assigned vin number and meet smog and dot requirements.
This is an election year and it's up to us to lobby and ask help from politicians that will be friendly to our hobby, I guess in wisscosin they are having problems too.
please post any lastest information on this thread to see if their is any way we can help.
