This almost looks like an angle finder/quarter protractor.

 

I was just looking at the fuel recipes, again. The first one looks like Tom was trying to make his own Trinitrotoluene (TNT!). What in the world was he going to do with it? I doubt it would contribute to the reliability or longevity of an engine!
