Hot Rods Toppers Car

What is this? Its from the Movie Topper 1938. This car is not given a name its just called the contraption. Does anyone have an Idea what it is or who makes it. I really like to have one of these. Does anyone know the history behind this car. I'm not trying to cause drama.
