Either they got a permit, or would have had to get there early in the morning to unload the trailer on a generally busy street, get the car placed, pay off the cop and beat feet out of there.
I would bet the "pay off the cops" quote was the order of the day. If you like that picture, you would love the Chi-town Hustler picture doing a burnout by Grant park on the street. I can not take credit for taking any of these pictures as I may not born yet. There was a rumor the pro-mod "Shake" was in a federal impound back around '99, but everyone knows how often rumors are true.
It is true, as the Messino group had their legal problems. I heard what was going on at the time but didn't have first hand knowledge.
