trouble posting photos "The uploaded file is empty"???

I am having a recurring problem uploading photos from my computer. I suspect it is not the photos, because sometimes I can try again on the same file, and it will load no problem. I am getting an error that looks something like the following attached error, Sometimes there is more "code" sometimes less.
