I didn't see it when I originally posted this but what is that thing in the middle of the hood front?
It's difficult to see but it seems to be a "hailer" sign that can be illuminated when the cop car pulls alongside the suspect's. The message may be "STOP state patrol" or similar. Here's a view of a shoebox Ford that shows it a little better.
