Looks like it might have been a cute little thing at one time. Sorry I have no idea as to what it is.

Something about it says Citroen to me

 

That was my first thought.. but who knows.

 

I don't know but they made a mess of the chopped top!!

Neat lines and I can see why the above posters are thinking Citroen.

 

My first thought was Citroen but , on second thought.........Peugeot had some styling features more like that than did Citroen.

So, I guessing Peugeot.........

Looks like some government's multi-zillion dollar "Green Energy Vehicle" boondoggle.
Company could only produce this one prototype before they packed it up and declared bankruptcy. They determined green vehicles could not run on horse manure after all.
I think they call it a "Road Apple" or "Green Road Apple". They never could get the rust preventative undercoat right to begin with!!!

Here's a 1938 Puegeot. Similar enough to be in the right ballpark.
