If the parts are for a titled, licensed car/truck/motorcycle, the loss would not be covered under the homeowners policy.
If the parts belong to a car/truck/motorcycle that is not titled or licensed, he may be able to recover under his homeowners (HO) policy. The provision under HO policy is Personal Property. Simply stated, if he is building a car yet it is not yet titled, he can not insure it under an auto policy. Therefore, the parts are simply a collection of his personal property and eligible for coverage.
Every state is different with interpretation of insurance coverages. Every state has a Department of Insurance. If Dad thinks he is getting screwed, he should contact the Dept of Insurance. If Dad's agent knew about his collection of cars, parts and tools and did not offer him adequate coverage, the agent is on the hook for an Errors and Omissions claim. PM me if you have any questions.
