If I remember correctly, most of the "new year" vehicle introductions were done in the October or November time frame of the preceeding year in California, hence the 1956 plate on a 1957 vehicle. The California DMV would send out these stick-on tags every year as you register your vehicle. They were required only on the rear plates. Each year would have a different color sticker. Saved the tax payers a lot of money as the license plates would remain the same for multiple years, only the stick-on tags were different, and the car owners were instructed to paste the new tags over the last years tags...
