Elmer George in this HOW Midget and the lady is car owner and Elmer's wife, Mari Hulman George. I think this photo was from 1955 so Elmer and Mari Hulman weren't married yet. They were married in 1957.

 

Carrell Speedway. The guy on the wall appears to be just holding onto the steering wheel with maybe a thin lap belt? Note the body English of the other driver in the #42 car.
