    This is a purpose built rail car for spraying the road bed. The substance it is spraying is probably for weed control. It is connected to tank cars that can reasonably be assumed to contain the substance that is being sprayed.

    Years ago large freighters plied the Chicago River regularly. Google “Medusa Challanger, Chicago River bridges”, the M/C seemed to have a curse on bridges.
