IIRC, the Canadian pictures were taken of areas due to be demolished for "urban renewal". The photos you see of Portland are random, period pictures, but rest assured, Portland did and does have "Skid Row" areas. At the time the Canadian photos were taken, the entire British Empire, Colonies, Territories, etc. were recovering from the economic drain of WW II, which we in the U.S. didn't have to endure. Also, the Canadian photos were (I think) taken in the Montreal, which is old (think Boston, Philly, New York) with a climate that is much more severe than Portland.
