No idea what the truck chassis is but the engine looks to be a WW1 era Hispano-Suiza V8. 718 cid according to one article I found.

 

The clue with those early Dodge headlights is that up to 1916 they were mounted behind the front edge of the radiator.

 

That big blue car isn't a Buick and nor is the original mystery car.

 

I believe that the VW bus that the OP is thinking about is the 21 window version.Last that I saw a nice minty restored one was valued at between 75 and 80K.This was about a year ago.
