A service drive is a parallel road to the expressway with accesses to the side streets as in this picture....freeways do not normally have them.

 

I got on the Western Kentucky Parkway years ago after drinking three cups of coffee.
Big mistake.

 

Isn't that what we call a Frontage road? Freeways have them a lot of the time.

Yes, basically a frontage road, but with overpasses at each major intersection with on/off ramps....probably about every mile or two. Freeway frontage roads are usually only on one side. Expressways have them continuous on both sides.
