Maybe. In California it depends on your side wall height. No part of the car can be lower than the lowest point on the wheel closest to the ground. Based on the picture, your fellow Lifters C.C. member's car is too low for the law, technically.

If there is 5" of rubber between the ground and the wheel lip, then you have to have the whole deal over 5" up.

You can visualize it this way: Put the car on the ground with wheels and no tires. Nothing but the wheels can be touching the ground.

I had to take a picture of my roadster in 1959 to show the judge in Traffic Court. (Santa Clara, CA.)
The cop that wrote me for "too low" quoted me from his handbook: "No part of the car can be lower than the bottom of the HIGHEST rim."
So the moron measured the bottom of my dropped axle (between my 5.60X15" fronts) and then measured the bottom of my REAR rims, mounted in 8.20X15" U.S. Royals!
My arguments were futile, so I got the Polaroid camera idea, put some 16" bare rims on, and shot the pic. "Case Dismissed!" (Judge Forrest Bentzein, a fair judge!)
