I'd guess American, c.1920, and made by an independent component manufacturer as supplied many of the smaller carmakers operating at that time.
It does look like a searchlight...... probably 'boat'. I can see how it could easily be made to pivot but not to tilt. (?) It doesn't look like an automotive-type mount, but I'm no expert. If it did go on a vehicle as a headlight, maybe that wrap-around, over-built, 2-point bracket is to eliminate any headlight "jiggle".
If it were a searchlight it would be on a swivel. Looks like a right hand headlight to me, and one that some restorer out there would really like to have.
That would explain why there is the wreath leaves motif around the front of the housing, good call @Joe Blow
