Hot Rods What is this roadster?

I came across this photo on the web. What is it? The wheels and the hood sides only being half louvered have me baffled.

That's what I thought at first with the hood sides but I thought 1930 Chevys still had spoke wheels?

 

Some did.

Somethin funny going on with that windshield, I aint figured it out yet !

 

Folded forward with wind wings still attached.

 

And back then, it was just an old car. A jaunty roadster, but still, just an inexpensive old car.

30 Chev could be had with steel wheels or wires.

The driver's uniform cover (hat) doesn't look American.

 

Yup, '29 or '30 Chevrolet Roadster- the only real difference is the dashboard (I prefer the '29)
The artillery wheels ate the most common- the soldier's side cap looks British or Canadian?
