Technical What is this thing????

    Horn contacts would be my guess. Goes under the center cap in the steering wheel

    They look like the spring loaded battery terminals in a flashlight to me.

    Yup that's exactly what it is. Lots of late 40's and early 50's cars had them under the bearing caps of the front wheels. Suppose to help with static on the tube type AM radios of the day.

    that's what static suppressors usually look like, they're quite a bit smaller than those shown. Maybe they're for big trucks? with radios? :)
