I did a quick search with that number 6086 and added a bit more information as to the curved tip. Its not a Klein tool number for pliers, but this link does show a lot of needle nose pliers with curved tips. From what I can tell just from looking at the pictures you have posted, the pliers you found, potentially are for centering a roll pin on a distributor shaft, potentially on a British engine, and in my estimation, it appears that the pliers you found, were altered from the original design by some clever individual! But that is just a wild *** guess at best, everyone's results may vary greatly! This is not off-set and is new but it's a Baum BMW Fuel Injector Oil Seal tool (in BMW's tool catalog). Several other manufacturers make the same tool/kit for BMW injectors. BMW fuel injection began in 1969. '69 dated Klein's look the same vintage as the OP's pics. So....???
