What the heck is it?

A buddy of mine got a trailer with some odd looking wheels on it. He thought they were old VW wheels. But they're nothing I've seen before. Any ideas?

 

Old trailer wheels, that is all I ever seen them on.

 

They look like the 'Kustom' wheels for Pinewood Derby cars (the 'show' wheels)

50's 60's 70's movile home trailers 14-15 inch wheels that is my guess
