    In the early 70's I had a pair if 15x4 inch front runner Kustomags.
    I bet they are worth more than $2.

    As DDDenny said, that is a keystone kustomag, not a klassic. Kustomags have spokes that meet the wheel individually, where as klassics have a web between the spokes. Also klassics are all chrome where the first gen Kustomags have polished centers and a chrome rim. That would place the age between November 1964 and some time around 68 when they started making them all chrome.

    Price wise, the condition makes it unusable, when they get corroded they get rust jacking between the spokes and rim. Too bad, as 15" versions are pretty rare.

    I believe that looked like this way back in the past. A pair in this condition or better would have value. Unfortunately yours looks like a corrosive got to the center and as stated probably a hose reel at best

    I always hated Keystones even when they first came out in the mid '60's. Ugly compared to the other wheels of the day!!
