Whats it fit? Mercury?

Fellow hambers, A friend asked me to identify some parts he has. What I know: there are enough pieces to do two sides, has hra 61 stamped on the back, and appears to be aftermarket casting quality. I'm guessing this is some kind of JC-Whitney add on for a late 50's mercury, but I can't seem to find anything on google or in the books. Any help would be appreciated.

 

'57 or '58 Merc front fender leading edge trim, around the headlight are........

You sure it's not for a boat motor enclosure?

 

Very well could be for a mercury outboard, I did a quick search thinking the same thing awhile back and never came up with anything.

 

You can turn it upside down..W for WOMBA
