I seen this in an ads and i want to know what is that.

Probably a clock indicating when it was cast.

 

Those are casting clocks, anyway that's what we call em. The meaning is not standard at least I have heard many interpretations. If it had 5 dots it is likely the week of the month. If it had 12 dots, the month of the year. Yours has 8 dots and maybe that is what hour of the shift your head was cast? Maybe it's the number of shifts at the foundry?
