On an A, the VIN is just a serial number, so no, it does not indicate the body type. You can discern production month, and sometimes the factory, some say. There is a production date on the cowl, if you can dig it out.

The serial (VIN) number was stamped on the engine block at the engine plant. That number was then stamped into the frame when the engine was mated to it. This is the only time that you can guarantee that they match.

California will accept an engine number that does not match the title VIN, so long as the frame VIN matches the title. They will NOT accept a frame VIN that does not match the title.

The title could be a problem. As said before, that is not a 28/29 body. You probably have a 50/50 chance that the title matches the frame. For some states, that is not much of a problem. I would suggest you figure out a plan to deal with the title before you buy it.

In putting a value on the car. Break it down to what the parts are worth. 90% of the value with this car is in a body which the title doesn't match.

Back about 5 years ago I bought one off e-bay for about $5000. It was a little better and did not have a title issue.
