Well in my youth I built a VWbuggy and was working on the car the day before car-inspection , had the front wheels off and on again . On the way to the car inspection the engine seized up so the inspection were cancelled , my dad towed me home from work quite fast and half way home one front tire came off , shot across the road and down into a small river , landed on a sandbank in the stream , I went down and picked it up , borrowed one bolts from each of the other wheels and discoverd that the other front wheel were just hand tightened , lesson learned I alway wait til the car is on the ground and go over all wheelnut / bolts before I put back the hubcaps .
Another time I drove my -51 Merc from Costamesa to Canogapark , about 100+mile round trip , during the trip I heard weird noice sometime but couldnt pinpoint it . came home jacked it up and discoverd that the gearbox crossbar were hanging on by sheer will , three half tightened bolts were left , the others were gone , hmm . Next day I were to the hardware store and got the best bolts , locking nuts locking washers and today 15 later it still is tight and nice !!! I also got a carlift making undercar inspection alot easier .......................

Lets just hope that this one was just mocked up to see how it looked and forgotten but all too often the guy putting something together has no concept of bolt strength no welding skills and or very slim mechanical skills.
These days we also seem to get the guys who pick up a somewhat desirable car and swap a few parts to make it look better to flip it and don't give a damn about using the correct bolts or how things fit up. They just want the somewhat easy cash that flipping an older car can bring.

Best advice for any of us is to go over anything we intend to drive with a fine tooth comb and set of wrenches and make sure that all critical items are right before driving the rig. Then get your nitpicker buddy to look at it and see what you missed.

HA! When I bought my truck, the first think I saw when I looked behind the seat was a roll of bailing wire, giving me the evil eye. I decided to give the whole thing a second "once over".
