There seems to be a flood of 32 grill shell's and inserts on ebay lately, the prices seem to vary by more than $100 +/- but all look to be made by the same supplier. Who and where is the best place to buy one?

As far as the shell itself, I think the Vintique shell fits as close to stock on an original radiator as you'll get. As far as the insert goes, the USA made one that Riley sells (HAMB Alliance vendor) is the closest thing to the original insert. If you don't care about quality or how close it looks to original, then you'll basically get what you paid for.
