First off, lacquer does not dry to a flat finish. It goes on with some gloss. But it gets MUCH better if you sand and buff it. AND it doesn't take nearly the amount of effort to cut and buff. It's much softer than today's urethanes, and a sand with 600 used to be the norm, and then buff with compound then a polish or glaze, like Liquid Ebony (Haha!) Shine like a mirror. I'd guess if you went to a higher grit sanding, the finish may even look nicer. To get a nonbuffing finish with clear, you'd have to use a slower drying enamel type paint, like Urethane clear, acrylic enamel, Imron, etc. But then you'd be back to more toxic paints.
