it looks like a modern or modified Accel draw through system. It featured a "priority valve" affrangement which allowed idle and non boost driving to be naturally asperated. When the turbine started spinning, it would rout the mixture through the compressor and back under the carb, into the manifold. The valve raised the carb about 4 inches over the manifold. The valve was actuated by an air operated cylinder similar to the units that moved tempature variable grille shutters on some large trucks of the 50s-70s. The kit was availble from maybe '74 or '75 till possibly as late as '81
