I'd say finished enough in the 50's to drive around town and maybe send a photo in to Mechanics Illustrated. It looks a lot like the early 50's make your own sports car out of an old car that was real popular at the time.
Sweet Crestliner steering wheel in there. What is the thing on the end of the post just to the right of that Chinese 97 knockoff in the pic? At first I thought temporary gas tank, but it looks ancient and it has those round protrusions on either end like a muffler? I don't get it. Overall, I really do like it, the pics are awful though. It clearly has a hood in one pic but you can't see it in the other pics. Are there bumpers or a grille or anything else that's apparently missing? Also, generally I'm a hard-core preservationist when it comes to period customs and hotrods like this, that have survived (mostly) untouched for all these years. But I personally would have to rework the "door" openings and windshield frame on this one. I'd try to do it in a way that kept the original vision intact, but the windshield posts, door cutouts and capped roof/door upper sills are just too awkward for me. Has potential, though. Here's the other pics they have.
Sure, But, I'd use early Vette taillights, sunk into the fenders. Round down and fill the tail center.
Duvall, functionning doors, finish off the rear bottom and different tail lights. I would not only drive, I'd happily own it.
I want to believe that this was finished, at least enough to drive to town. The owner knows some history, (built by the owner of a welding shop), who also looked like he could sling some lead. Further states that he has the flatty running, how hard can it be?!
ditto the vette taillamps and rework the tail and doors. Round the tops of the doors at least; flat is too home-made looking. Lot of potential there.

The lead/brass work was done really well every is still solid. The chassis appeared to be a 1939 with the Flathead v8 that I’ve had running. This style was very popular back in the 1950s they were called sport coupe Kustoms
Are the tail lights from a Willys Aero? They look too small to be Cadillac. They kinda look like those GEM brand add-on lights that were supposed to give your cheaper car a Cadillac look, although those would not have had a sheetmetal surround like these have, but that sheetmetal bit doesn't look the same as the Willys either, although the light sizing sure does. I'm not sure.
