Wipers mean head lights on

Every state should have this law and enforce it too. They ought to require people with cars that have day time running lights to turn on their headlights so you can see their tail lights in rain and fog. Of my two oldies, one has one wiper which ain't worth much except in drizzle and the other has no wipers. Rain-X does a better job than the wipers.
