I've tried heating the rubber up in boiling water, lubing the ball with dish soap, nothing seems to work. How do I get the new rubber on the ball?
Sure you’re trying the correct bushing? The 32-40 rubber bushing is smaller in diameter than the 41-48 bushing. You’d have a hard time trying to force it over the 41-48 ball. Just checking……
Yes, those things can be tough. Shine up the ball with 320 wet or dry paper. See if you can get the rubber to roll back over some to make the opening a little bigger. Lube the hell out of it and the ball, Push it on really hard while twisting it back and forth. I have had some better luck with using "No Drip" type silicone grease as used for electric motors. If nothing works, try to get a tail pipe expander tool into it and crank it down to expand it. Let it sit overnight and quickly try getting it on before it loses it's temporary set.
I found a post on the Ford Barn where a fellow said he lubed the ball, stuck the bushing on as tight as he could and then shoved a blowgun into the little hole and hit the air. He said the bushing went right on. Haven't tried that yet. Can't locate my blowgun. I think @Mac VP has it right, though. I've probably got the wrong bushing.
32-40 are a smooth ball, 41-48 have external ribs moulded in the rubber and are a different ball size
Hey big guy, if you need me to, I'll drive down and hold your purse while you fight with it? that looks ribbed to me. I've got a couple of used ones in the tool box from like a 47-48, and they're ribbed. Is the ball on the wishbone smooth?

Why not trim the opening just a little bit, after its on the ball and bolted up with the retainer it isn't going anywhere

For those who are still interested, I finally got the rubber bushing on the wishbone ball. And yes, I did have the right bushing. I found my blowgun, lubed the ball and bushing with soapy water and tried pushing the bushing on while blowing 120 PSI air into the little hole on the end of the bushing. Only thing that accomplished was blowing soapy water all over me and my glasses. Next, I tried @Glenn Thoreson 's approach. I lubed the bushing and ball again, grabbed the bushing and leaned all 245 pounds of me onto the bushing while twisting with both hands. I thought it was winning but, when I ran out of energy, the bushing was halfway on and not trying to pop off. After a short break, I grabbed it and grunted and, it popped right on. Tomorrow, I should have forearms like Popeye's .
